I am testing out some free forums on Tech Nominal, and of course it's not an actual 100MB or whatever site, but it's phpBB forums 
You get unlimited forums, topics, and users.
Everything is set via the admin options in the admin control panel that comes with each account.
Also, some phpBB templates from ExtremePixels.com were purchased and added to each account automatically as phpBB skins

Feel free to sign up and use a board, no large banners, etc., just 2 small links at the bottom which are hardly noticable <_< And they are text links! lol
