Yup... typically you setup a router so that it blocks anything incoming that originated elsewhere.

To host a server therefore to allow people to join you would forward the required ports to the server machine, incoming packets on that port are then not rejected but forwarded to that machine.

DMZ basically forwards all packets that would otherwise be blocked to the DMZ specified machine letting it decide what to do with them. Its the easy way to forward ports... but obviously at the price of letting that machine be totally visible to the outside world. Make sure it has its own firewall.
