Sounds like a virus or something. Have you run any virus/spyware scans recently? Maybe they might catch something.
If not that, try some general cleaning up your system. Defraging harddrives, ect. I know it sounds trivial, but it may help.

You may have something. Try re-installing Adobe PhotoShop 7.0.

Try Restarting your computer or go Ctrl+alt+del and go to the processes tab and find explorer.exe and right click on it and go to end process. Then Go to the applications tab and click new task and type explorer.exe then hit ok. Now try starting up photoshop. This usually fixes my photoshop when it decides it doesn't want to start up.
ok i DID download costum shapes but i forget where you put em but i did download em and put em in... anyone know where they are?

how about buying PS7 instead of using a pirated version? The "bug" you described happens only with such a version.

Why don't you want to re-install it?
If it's because you don't want to lose certain things, back them up and replace them when you re-install it.
Also, you should be able to repair the installation (if you have the CD of course )
