There have been rumors of 'pay to play' for HL2. Someone finally goat around to asking Gabe ( Mr.Answer) Newell about it. This is what he had to say:

Gabe Newell: Here's my current thinking: Some people want to buy Half-Life 2 in a store. Right now we have three SKUs planned at three price points. One will have single-player only and not play MODs and we think of that as the mass market SKU (sold mainly at the Costcos and Walmarts of the world). The second is our traditional single-player plus multiplayer SKU that runs MODs and is sold at places like EBX. The third is the collector's edition SKU with lots of cool bonus stuff for people who like cool bonus stuff.
On another HL2 front, NBC wins auction to own Vivendi. Vivendi is the ditributor for HL 2, and other games. To read more on that: Fox News

So did he say yes pay as you play or not?
Seems the makers of games are starting to think we will pay more for a game that is good. So will the three diferent stages of the game be a different price? I know lets make the people who pay for us to code these games feel suppressed and make them pay even more for the enjoyment of playing our game, they wont leave us they love us... or do they trust us enough? You think Gamers can take it!?
