If you are using a decent internet browser it will tell you when the FTP is full. However Internet Explorer is NOT one of those browsers... all the 404 or 'file not found' pages you are getting when using IE are because the FTP server is full and IE thinks the file doesn't exist... when it does just the server told it that you cant have it yet All this WILL change tomorrow though... the download system is switching back to the normal webserver and a queuing system will be implemented so everyone has a chance of getting the files! Unified 4 is obviously just Unified 3 with a few major changes in certain places and minor changes across the entire site. However the mirroring code wasn't even touched... right now whenever Unified tries to upload a file to a mirror it hogs the CPU time of the server. Which is why not much has been uploaded to the mirrors recently because it got turned off.
