I've recently picked up on 3D modeling and I was wondering if adding extra models (not replacing current ones) would be an acceptable client-side mod. What I'm asking is this: will Red Faction consider the addition of models "cheating" and if not, how would it decide which model to use on clients that didn't have it. I know, for example, that in UT2004 custom models are changed to the first model on the list for players that don't have them. How exactly does this work for RF? All feedback appreciated.
Well, my thought was to include a modified table file within the character VPP. Now do you see what I'm getting at? If at all possible I'd like to not have to replace an existing model; but I suppose if I have to I will.
Edit: New problem, I need to know how to create RFA(Red Faction Animation) files but I can't seem to find a tutorial as to how anywhere. Note, all animations need to be custom due to the oddity of my character... Found what I needed.

The server won't give you extra weapons because it doesn't know them.
However, playing with the table files until you get what you are searching for IS modding.
You cannot just add or remove characters and weapons client side and play with others.

I know weapons can't be added/removed, I was only asking about characters. Thanks for the info, though, I guess I'm going to have to make a total conversion or replace something...
