Okay, what you have to do is this:

a) Go to Object Mode(Shift-O)
b) Double Click "Decal"
c) Go to the Properties of the Decal(Ctrl-P)
d) Adjust the height and width to how big you want it
e) "Browse" for the image you want to use(blood spatter)
e) Make the "depth" small enough so that it doesn't poke through the wall on both sides
f) Move the Decal so the Green face is sticking out of the wall on the side where it will be seen
g) Rebuild geometry, calculate lights
h) Save and Create packfile
h) Test your map (F7)

If that doesn't help you, or I wasn't clear enough, check out the second tutorial at 3d action planet. It will be able to help.

I stopped using decals long ago. Instead, I use the textures like regular textures. Clip the brush, and place the decaltexture where you want it

Did you actually test the map after you did it? You can't see the decals in the editor, you have to test to see them.

I don't know how else I can be more clear here.... maybe with specifics? Okay try this:

a) Create a new file in RED.
b) Make an air brush that's 10 x 10 x 10
c) Make a solid brush that's 1 x 1 x 1 (and put it on the ground)
d) Make a decal(Shift-O) with the dimensions 0.5 x 0.5 x 0.5
e) Align to grid (O, then Ctrl-G)
e) Place the decal inside the solid brush with only the Green face protruding.
f) Save, and Create Packfile
g) Test map (F7).

You can make decals show up in the editor but it can be a little unreliable. Sometimes it works for me and sometimes it doesn't.
Go to the "View" menu and select "Render everything|. With luck your decals will show up.

If you are trying to make custom textures it gets a bit more difficult because you have to make them a certain way. Sounds like you are using default ones though.

Easy Decal in Paintshop Pro 7.0
by Foe & GrimReaper

Note: RED will not use decals made with Paintshop pro 8.0 for some reason, I have made alpha channels in paintshop pro 8.0 and Bryce will use them fine but they do not work right in red so that is why this tutorial is using Paintshop pro 7.0.

Step1: Click viewToolbars and make sure the boxes I have selected in fig1 to the right are the same as yours and click the close button.

Note: I have included the same picture as I use in this tutorial so you can follow along exactly.
Step 2: Open your image or create a new image in Paintshop Pro 7.0 and select the magic wand tool as shown in fig 1., and set a tolerance of about 25. as shown in the fig at the bottom.
Fig 1
Step3: Hold the shift key and start selecting the background of the image you want to be transparent as shown in Fig3: to the right. In this case all the black I want transparent so I have selected all the black background Note that the outline of the box is selected along with the image indicating it is the background that is selected and not the image itself.
Fig 2
Step4: Click “colorsSet Palette Transparency” as shown in Fig4 . Click yes if a warning menu pops up. Leave the default options on the next menu as shown in fig5 and click OK. Check the box that says “Set the transparency value to palette entry and make sure it is 0 as shown in fig6 then click OK.
Fig 4
Fig 5
Fig 6
Step5: Click Selections as shown in fig7:
Note that now the image is the only thing selected as indicated by the box not being selected anymore. See fig8:
Fig 7
Fig 8
Step6: Click Selections again and this time click “Save to Alpha Channel” as shown in fig9:
Fig 9
A menu will open up and it should look like the one in fig10, the main thing you need to do here is make sure that the part of the image that you want to be transparent is black and the part that you want to show is white, Note: If it is the opposite you need to go back and hit the invert button again. If it looks right then click OK. On the next menu it ask you to select a name for that channel, you can give it a name or just leave it as the default and click OK. Step7: Now go to “FileSave As” and save as a TGA file with 24 bit depth and uncompressed format.
Fig 10
Fig 11
One other thing you need to remember, make sure your file is of a size Red likes,
128x128, 256x256, 512x512 or any other size you need.
Hope this helps, and have fun!

Don't custom decals need a 1px outline to avoid bleeding?
If I ever get to where I am going, will I know when I am there?

Yes the area the you want to show up must be selected when you save the image. Even if you want the whole image to appear it still has to be selected or you'll get weird results.

Yes because you didn't allow a pure transparent border around your whole image when you saved it. Make sure there is at least 1 pixel width of total transparency around your image, I usually go for a few pixels more and then save it as normal proportions but 32-bit.
